PacRim was requested to prepare Traffic Control Plans (TCP) for the installation of a 30-inch Potable Water Pipeline for the Otay Water District in the San Diego area. The waterline ran down the southbound lane of Hunte Parkway and through the signalized 6-lane intersection of Proctor Valley Road. The TCP was set up in stages to close certain lanes and divert the traffic in the intersection around the construction area as well as close a portion of Hunte Parkway and detour the local traffic through the side streets. A Detour Plan was prepared and detour signs were installed during construction. The TCP utilized Manual on Uniform Traffic Control (MUTCO) design standards as well as the Work Area Traffic Control Handbook (WATCH).
