OCTA proposed operational improvements to westbound (WB) Route 91 between I-5 and SR 57. The project consisted of widening the State Route 91 westbound auxiliary lane through the mixed-flow lanes between Brookhurst Road and Euclid Street, Euclid Street and Harbor Blvd, and Raymond Avenue and State College Blvd. The project added two-lane exit ramps and associated auxiliary lanes at the westbound exit ramps to Raymond Ave, Lemon Street, Euclid Street and Brookhurst Road. The scope included widening six bridges and constructing 83,000 LF of retaining walls and soundwalls. The design efforts also included drainage and water quality improvements, landscaping and irrigation, full construction staging and traffic handling as well as the installation of fiber optic communication systems, traffic monitoring stations, and changeable message signs. Significant utility and right-of-way coordination were performed as a part of the overall widening design along with outreach and coordination with agency stakeholders such as OCTA, Caltrans, SCRRA, the City of Anaheim, the City of Fullerton, Southern California Edison, and Sprint Nextel Corp.

Partnered with RBF Consulting, PacRim Engineering was responsible for the final design of the State College Blvd Undercrossing Bridge Widening and the design and design review of retaining walls and soundwalls. The design complied with AASHTO LRFD Bridge Design Specification 2007, Caltrans Memo to Designers, Bridge Design Details, Bridge Design Aids and Seismic Design Criteria.
